Anggota Badan Advokasi Hukum Dan Ham DPP Partai Golkar Dicky Loupatty mengatakan pengangkatan, penetapan dan pemberhentian pimpinan fraksi atau pimpinan Alat Kelengkapan di Dewan Perwakilan Rakyat RI adalah kewenangan Dewan Pimpinan Pusat Partai Golkar.
Menurutnya, hal ini diatur dalam Pasal 27 Ayat,1,2 dan ayat 3 Anggaran Rumah Tangga Partai Golkar.

Dicky mengatakan, hal ini dipertegas dalam  Peraturan Organisasi tentang Tata hubungan Dewan Pimpinan Partai Golkar.
"Bahwa tidak ada yang salah atau keliru, bahkan adanya pelanggaran terhadap atauran internal Partai Golkar  oleh DPP Partai Golkar atas penunjukan Melkias Mekeng sebagai Ketua Fraksi DPR RI menggantikan saudara Robert Kardinal," kata Dicky dalam keterangannya, Rabu (14/3/2018).
Dirinya menjelaskan, dalam Pasal 2 ayat 1,  P0-04 disebutkan 'Pimpinan Fraksi Partai GOLKAR di Lembaga DPR RI  ditunjuk oleh Ketua Umum atau Ketua Dewan Pimpinan Partai sesuai tingkatannya, dan ditetapkan dalam rapat pleno DPP Partai sesuai tingkatannya".
"Bung Melkias Mekeng di tunjuk oleh DPP Partai Golkar adalah sah, sesuai dengan ketentuan internal Partai Golkar. Tidak ada yang salah bahkan dilanggar oleh DPP Partai Golkar," katanya.
Dirinya menegaskan, keputusan menetapkan dan menunjuk Mekeng sebagai Ketua Fraksi PG di DPR RI, itu sudah merupakan Keputusan Organisasi Partai Golkar.
"Ini masalah institusi dan bukan maunya pribadi Ketum Airlangga Hartarto, karena ada proses yang dilakukan sebelum keputusan diambil oleh DPP Partai Golkar," katanya.
Lebih lanjut dirinya mengimbau seluruh kader Partai Golkar untuk menghargai keputusan tersebut.
"Karena kebijakan DPP Partai Golkar adalah keputusan politik, dan keputusan ini tdk dapat menghalangi proses hukum di KPK yang telah memanggil Bung Mekeng sebgai saksi, baik proses penyidikan dan pemeriksaan di pengadilan Tipikor," katanya.
Lebih lanjut Dicky menyebutkan, tidak salah take line Golkar Bersih yang dicanangkan Ketum Airlangga Hatarto saat Munaslub 2017.
"Itu adalah spirit untuk kebangkitan Partai Golkar, dan komitmen Ketua Umum kita, persoalan ada indikasi pribadi2 dikemudian hari itu tanggugjawab oknum, bukan generalisasi ke Partai Golkar," katanya.
