Presiden Jokowi resmi 'menaikkan pangkat' Megawati Soekarnoputri di Unit Kerja Presiden Pembinaan Ideologi Pancasila (UKP PIP). Unit kerja tersebut kini menjadi setingkat kementerian dengan nama Badan Pembinaan Ideologi Pancasila (BPIP).

Presiden Jokowi meneken Perpres No 7/2018 tentang badan tersebut pada 28 Februari 2018. Ini sekaligus menggantikan Perpres No 54/2017 tentang UKP PIP.

Dikutip dari situs Sekretariat Kabinet, Rabu (14/2/2018), Perpres No 7/2018 menjadikan Kepala BPIP memiliki hak keuangan dan fasilitas setingkat menteri dan wakilnya setingkat wakil menteri. Sementara itu, Dewan Pengarah mendapatkan hak keuangan dan fasilitas sesuai dengan ketentuan perundangan.

Presiden ke-5 RI Megawati Soekarnoputri, yang juga Ketum PDIP, menduduki jabatan Ketua Dewan Pengarah BPIP. Ada sejumlah perubahan signifikan tentang Dewan Pengarah jika ditilik dari peraturan baru ini.

Pada Perpres No 54/2017, tugas Dewan Pengarah sebagai berikut:

Pasal 6
Pengarah mempunyai tugas memberikan arahan kepada Pelaksana terkait arah kebijakan pembinaan ideologi Pancasila.

Selanjutnya Pasal 7 mengatur jumlah anggota Dewan Pengarah. Lalu Pasal 8 mengatur proses pemilihan Ketua Dewan Pengarah.

Kemudian pada Perpres No 7/2018, pembantu Dewan Pengarah menjadi bertambah cukup signifikan. Jumlah anggota pun bisa bertambah dari semula 9 orang menjadi maksimal 11 orang. Sementara itu, tugas Dewan Pengarah masih sama seperti yang tercantum dalam Perpres 54/2017.

Dewan Pengarah kini memiliki maksimal 3 staf khusus untuk membantunya melaksanakan tugas. Ketua Dewan Pengarah, yang saat ini dijabat Megawati, pun kini bisa membentuk satuan tugas khusus dalam kondisi tertentu.

Kemudian di Pasal 11, Ketua Dewan Pengarah juga bisa membentuk Dewan Pakar. Ketentuan soal Dewan Pakar ini ditentukan sendiri oleh Ketua Dewan Pengarah.

Megawati merupakan ketua umum partai politik tempat Jokowi bernaung. Megawati pulalah yang 'mengangkat' Jokowi untuk menjadi capres pada 2014 dan kini memberi mandat yang sama untuk Pemilu 2019.
