Berbagai literatur menjelaskan, ada dua pendapat dalam hal bentuk zakat fitrah yakni
  1. Boleh dengan Uang
  2. Tidak Boleh dengan Uang --Harus berupa Makanan Pokok (Beras)
Ringkasnya: Zakat Fitrah boleh dalam bentuk beras dan uang. Artinya, dua-duanya boleh.

Detailnya, dalam hal Hukum Zakat Fitrah dengan Uang, ada dua pendapat:
  1. Boleh. Rasulullah Saw memerintahkan umat Islam untuk mengeluarkan Zakat Fitrah sebanyak 1 sha’ kurma atau gandum kepada orang merdeka, hamba sahaya, laki-laki, perempuan, orang tua dan anak-anak dari kaum muslimin dan beliau memerintahkan agar zakat tersebut dibayarkan sebelum kaum Muslimin menjalankan Sholat Id. (HR. Bukhari).

Ulama yang Membolehkan Zakat Fitrah dengan Uang

Kalangan ulama yang membolehkan zakat fitrah dengan qimah (uang) a.l. Imam Hanafi yang berpendapat mengeluarkan zakat fitrah dalam bentuk uang senilai bahan makanan hukumnya sah.

Abu Ja’far, salah seorang ulama Hanafi, bahkan mengatakan, membayar zakat fitrah dalam bentuk mata uang lebih utama daripada dalam bentuk bahan makanan. Alasannya, karena itu lebih dibutuhkan kaum fakir miskin dalam banyak kasus. 

Ulama yang mendukung pendapat Imam Hanafi ini antara lain Umar bin Abdul Aziz, Tsauri, Hasan Basri. Ibnu Taimiah dan Ibnu Qayyim dari ulama Hanbali juga mendukung pendapat ini.

Ulama yang Menolak Zakat Fitrah berupa Uang, Harus dengan Makanan Pokok

Ulama yang menyatakan  zakat fitrah hanya boleh dibayar dalam bentuk bahan makanan pokok masyarakat setempat (dalam hal ini beras untuk masyarakat Indonesia) antara lain Imam Malik, Imam Syafi’i, dan Imam Ahmad.

Menurut mereka, mengeluarkan zakat fitrah dalam bentuk mata uang tidak sah, kecuali dengan mekanisme mewakilkan untuk membeli bahan makanan.

Jadi, pada saat memberikan uang kepada amil, tujuannya adalah mewakilkam kepada amil untuk membeli bahan makanan lalu disalurkan kepada mustahiq.

Alasan pendapat ini adalah hadist di atas yang menyebutkan bahwa Rasulullah s.a.w. memerintahkan mengeluarkan zakat dalam bentuk bahan makanan.

Zakat Fitrah dengan Uang Bisa Lebih Masalahat

Bahkan ada pendapat, kemaslahatan membayar zakat dalam bentuk uang pada saat ini merupakan sesuatu yang tidak bisa dipungkiri. Kebutuhan mustahik sangat beragam. Tidak hanya sebatas bahan makanan pokok.

Kadangkala memberikan bahan pokok (beras) kepada fakir-miskin, justru merugikan. Sebab, untuk memenuhi kebutuhan yang lain, ia harus menjual lagi harta zakat yang ia terima dengan harga di bawah standar.

Menurut Syaikh Yusuf Al-Qardhawi, alasan Rasulullah Saw pada waktu itu, memerintahkan zakat fitrah dalam bentuk makanan pokok, karena kala itu, tidak semua orang memiliki dinar atau dirham. Akses mereka terhadap bahan pokok lebih mudah.

Dengan begitu, apabila beliau saw memerintahkan zakat dalam bentuk uang tentu akan membebani umat muslim. Maka, beliau saw memerintahkan zakat dalam bentuk bahan makanan pokok. Berbeda halnya saat ini, situasi telah berubah. Seseorang lebih mudah mendapatkan uang daripada bahan makanan pokok.
